Inscription:- "Erected by the citizens of Liverpool in grateful recognition of the labours of a strenuous and self sacrificing life devoted to the best interests of the municipality and the port ~ Earnest & indomitable; endowed with great talents freely given to the public service; A Leader of Men ~ Member of the City Council 1871 to 1898; Mayor 1877-8; Member of Parliament Ormskirk division 1885 to 1898; Secretary to the Admiralty 1886 to 1892."
Sculptor:- George Frampton - bronze, on a sandstone pedestal.
